Manhunt under way for Phoenix gunman

(NBC 12)

At least three people were shot at an office complex in Phoenix on Wednesday, police there say, and a manhunt for the shooter is under way.

The building was evacuated and the suspect fled the scene, Sgt. Tommy Thompson said. The shooting--which occurred in the building's lobby--does not appear to be random act, Thompson said, though he would not say if the suspect knew the victims. Witnesses say they heard as many as 10 gunshots fired.

Three victims were transferred to John C. Lincoln Hospital with gunshot wounds, he said. Their conditions were not immediately known, but according to Phoenix's NBC affiliate, one was in "extremely critical condition."

At least three other people were transported to the hospital with minor injuries related to the shooting.

A SWAT team began canvasing a neighborhood in search of the suspected shooter described by Thompson as an "older" white male, possibly in his 60s.

?At this point we don?t believe he is in the area,? Thompson said. ?This doesn?t appear to be a random type of incident.?

The shooting occurred on the same day former Arizona Rep. Gabrielle Giffords--who was shot in the head during a mass shooting in Tuscon in 2011--testified at a Senate hearing on gun violence.

"Speaking is difficult but I need to say something important," Giffords said at the top of the hearing. "Violence is a big problem. Too many children are dying. Too many children. We must do something. It will be hard, but the time is now. You must act. Be bold, be courageous, Americans are counting on you."

Giffords' husband Mark Kelly, who also testified at the hearing, broke the news of the workplace shooting to lawmakers on Capitol Hill.

"While we are having this hearing, in Phoenix, Arizona, there has been what appears to be a shooting with multiple victims," Kelly said. "I certainly agree that universal background checks will go a long way to saving people's lives."

Google Science Fair 2013 kicks off, uses Hangouts to help inventive teens (video)

    Image

The Google Science Fair began in 2011 as a way to spur a love of science among teens and, just possibly, spark a few breakthroughs for science as a whole. It's back for a third year, and there's big improvements to both the competition's technology and rewards. The 2013 Fair will have Google+ Hangouts on Air for help and motivation, as well as to introduce us to the 15 finalists during the vote for a public-chosen award in August. The early talks will include Segway pioneer Dean Kamen and sea explorer Fabien Cousteau, among others. Finalists once again get prizes from Google itself, Lego, National Geographic and Scientific American, but there's extra bonuses this year for the grand prize winner: along with the $50,000 scholarship, Galapagos Islands trip and other individual gifts, the winner's school will get both $10,000 and a Hangout session with CERN. Young inventors have until the end of April 30th to submit their projects, and we'll learn about the very cream of the crop on September 23rd.

Changing Universities: A University without Faculty: The Demise of ...

The University of Phoenix is now the largest university in America, but this may soon change. This mostly online institution is facing an accreditation sanction, which could force it to lose its Pell Grants, student loans, and other federal subsidies. Not only is the stock price taking a major beating, but massive layoffs are underway.

Although we should not take enjoyment in other people?s job losses, it is important to focus on what happens when higher education is taken over by a soulless corporation. As the founder of the university has become a billionaire and has just received a $5 million retirement package, the school is shedding many of its on-the-ground employees. Like many other for-profit schools, the U. of Phoenix receives most of its funding from public monies, and then uses these funds to enrich administrators and shareholders and hire an army of marketers and recruiters in order to turn mostly under-represented minority students into unemployed debt slaves, and they do this by hiring all of their faculty off of the tenure system. In many ways, this school represents the extreme logic of the online education movement: eliminate tenure for the faculty, develop questionable distance education, cater to private corporations, and make students suffer with high debt levels and bogus degrees (actually very few students ever get their degrees, and very few get their promised jobs).

While online course providers like Coursera and Udacity appear to represent a much more progressive version of this high-tech education promotion, let us look at some of the statements that are coming out of the mouths of these not-for-profit, profit-seeking marketers. Here is Sebastian Thrun, founder of Udacity, from the UCLA forum (these quotes come from the rush transcript on Remaking the University): ?Students rarely learn listening . . . or they never learn by listening. The challenge for us is to take this new medium and really bring it to a mode where students do something and learn by doing. And if you look at the broad spectrum of online technology with what happens. It doesn?t really take long time to point to video games. And most of us look down on video games. We?ve also played them. I know there are people in this room who play angry birds. Some people do. Some people don?t admit it. Angry birds is an wonderful learning environment because you get drawn in, you solve the physics problems but the big problem is that it stops at angry birds . . . if the angry birds was good enough to get into the masters students in physics. It would be an amazing experience and you could do this at scale.? The point I want to stress here is the claim that students never learn from listening. Following this logic, most of current education is simply useless, and we should just have students take out their smart phones and play Angry Birds all day.

During Thrun?s presentation at UCLA, this downgrading of traditional learning environments was connected to a downsizing of the faculty: ?As we know that higher education is moving at a slower pace compared to the industry moves. We have been funded by a whole bunch of corporations that make the classes with us and there?s a number of classes launching soon on topics to be not covered in academia. If you look at the way the technology turns over, it will be 5-10 years in computer science [and] if you look at the way colleges turn over, it?s much more difficult because [with] tenure they are gonna be with us for 30 years so the national turnover rate for colleges is about 30 years. Industries it?s like 5-10 years. So there?s a disconnect between how the world changes and how colleges are able to keep up. Therefore in computer science it would be hard to find courses that teach technologies that are useful today such as IOS and all the wonderful things that they do. So the industries jumped in and funded us to build these classes.? According to this logic, since tenure requires a thirty-year commitment to the faculty, and industry and technology change at a much faster rate, we need to get rid of the secure faculty and replace them with student mentors and the latest technology.

Thrun?s argument fails to recognize that faculty also develop and change, and most faculty, including his own wife, now teach without tenure. His point of view also pushes the idea that technological change is always for the better, and even if it is not good, there is no way to resist it. As I have previously argued, we need to compare online courses to our best courses and not our worst, and we have to defend and define quality education and push for more funds to be spent on small, interactive classes. However, Thrun and other MOOC celebrators appear to have a disdain for their own teaching: ?But in the existing classes, the level of services are often not that great. . . .I talked to numerous instructors and you divide the time the communal time and the personal time you give back to the students in terms of advising and grading . . . you can be lucky as a student for 3 credits class to get 3 hours of personal time. Many people laugh and many say I spend 10 min/student per class and the rest I give to my TAs. Charging $1,000-$4,000 for that to me is gonna be a question going forward.? Although I have often questioned what students are actually paying for in higher education, what Thrun is really questioning is the validity and value of large, impersonal lecture classes, and on this point, we are in agreement; still the question that remains is if large online courses can really provide the quality education they advertise.

At the last Regents meeting, many of these themes were continued as three computer science professors attempted to convince the UC system that online courses would make higher education ?better, faster, and cheaper.? In her presentation for Coursera, Daphne Koller insisted that since students now have a very short attention span, the classic lecture has to be broken up into a series of short videos followed by an interactive question and answer system. She argued that this method paradoxically makes mass education personalized as it pushes students to constantly learn and be tested on material before they advance.

Like the other online course providers, in order to differentiate her ?product? from the ?traditional? model of education, Koller had to constantly put down the current way we educate students. Thus, she derided the ?sage on the stage? and the inability of most students to ask questions in their large lecture classes. She also bemoaned the fact that no one wants to read students? tests with identical questions and answers, and so the whole grading process can be given to computers and fellow students. Once again, this argument not only degrades the value and expertise of faculty, but it also treats students as if they need to be reimagined as programmable machines and free laborers. Yes, let?s have the students? grade each other?s paper, and while they pay for their education, let us train them to work for free.

Another alarming aspect of the rhetoric of these providers is their constant reference to experimenting on students as they attempt to increase access to higher education. The idea presented at the Regents meeting is that since so many under-represented students cannot find places in the UC system, these students from underfunded high schools should be given an online alternative. Some have called this the Digital Jim Crow because wealthy students will still have access to traditional higher education, while the nonwealthy, under-represented minority students will be sent to an inferior online system. Of course this new form of educational segregation is being pushed under the progressive banner of expanding access.

    My favorite 'go to' app

    By John D. Minard / January 28, 2013

It seems as if there's no end to the variety of ways mobile applications help us organize details, minimize busy work, find information, and connect with others throughout our very full days. I've really grown to appreciate such little helpers as GPS maps, shared grocery lists, reminders, to-do organizers, even those times I've needed a calculator or a compass, then realized "there's an app for that" right in my pocket.

    ' + google_ads[0].line2 + '
    ' + google_ads[0].line3 + '

    '; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "on"; google_image_size = '230x105'; google_skip = '0'; // -->

But the most "applicable" app I've found is absolutely free, and doesn't need an Internet connection, or even an electronic device. It's always available, and will never get lost. It's called prayer.

We can access prayer at any time for any need by quietly listening to God ? our innate sense of a divine intelligence, goodness, rightness, and direction. The ability to pray effectively is something we all have, but many don't realize it or utilize it. As the book of Joshua in the Bible assures us, "The Lord your God will be with you wherever you go" (Joshua 1:9, New International Version). By appealing directly to God, as divine Mind or infinite intelligence, we tap into a rich variety of solutions. And the answers may be wonderfully creative and inventive, or purely simple and inspiring ? such as the idea of freeing a truck stuck under a low bridge by deflating the tires.

But effective prayer isn't asking God for a particular outcome, or even to verify our opinion of how we'd like the problem to be solved. It's an open-minded, humble, flexible, quiet listening to God for what is most right and best in any given situation. It's quieting fear, or human impulse, and letting God do the talking.

Learning to listen for God's direction in daily decisions ? to "pray as we go" ? I've found can meet needs I didn't even know I had, and often in very unexpected ways.

For instance, one nice summer evening, while driving back from a vacation in Maine, I decided to pray by specifically identifying the beautiful God-like qualities that surrounded me: a magnificent sunset, lush tree-blanketed mountains, even the harmony and order of the traffic on the roads. Then, out of the blue, the thought came that I should back off a bit from the car in front of me. As soon as I had moved back a few car lengths, the metal boat attached to that car broke loose and landed right where my car had been just seconds earlier. It bounced in front of me and rolled off the other side of the highway. No one was hurt. I truly felt the praying I had been doing opened my thought to hear God's clear protecting direction.

The application of prayer throughout the day can not only help us avoid problems, but it tends to guide all our thoughts, actions, and decisions to bring the best possible results.

As Mary Baker Eddy once wrote to some of her students: "You will reap the sure reward of right thinking and acting, of watching and praying, and you will find the ever-present God an ever-present help" ("The First Church of Christ, Scientist, and Miscellany," p. 254).

So download your prayer app today. The more you use it, the better it gets!

Toshiba unveils 2TB Canvio Basics and Special Edition portable drives

It's still not all that easy to track down a 2TB portable drive. Thankfully, Toshiba is making that extra-large capacity more ubiquitous by shipping an upgrade to its Canvio line of USB 3.0 disks. Both the no-frills Canvio Basics 3.0 and a Canvio Special Edition with a backup software bundle now carry 2TB inside, up from 1.5TB half a year ago. Not satisfied with just the storage boost? You might be with the price: the 2TB Canvio Basics' $190 starting point is lower than what its WD competition reached when new, and the $220 official price for a Special Edition (we're already seeing $190 at Best Buy) isn't that much of a stretch.

Bangladesh probing if factory's 1 exit was locked

DHAKA, Bangladesh (AP) ? Bangladesh's government is investigating allegations that the sole emergency exit was locked at a garment factory where a fire killed seven women.

The fire Saturday at the Smart Export Garment Ltd. factory occurred just two months after a blaze killed 112 workers in another factory, raising questions about safety in Bangladesh's garment industry, which exports clothes to leading Western retailers. The gates of that factory were locked.

Government official Jahangir Kabir Nanak said Sunday an investigation has been ordered into the cause of Saturday's fire and allegations that the emergency exit was locked.

Altaf Hossain, father of a garment worker killed in the latest fire, has filed a police case against three directors of the factory, accusing them of negligence involving the fire, Dhaka Metropolitan Police Sub-inspector Shamsul Hoque told The Associated Press. He said police had begun an investigation.

Doctors said most of the victims died from asphyxiation.

"When I tried to escape through the emergency exit I found the gate locked," factory worker Raushan Ara was quoted as saying by Dhaka's Prothom Alo newspaper.

The newspaper said at least 50 people were injured in a stampede triggered by the fire, and six of them were hospitalized.

Some of the injured jumped out of the windows of the two-story factory, survivors said.

Dhaka Metropolitan Police Deputy Commissioner Monzurul Kabir said the bodies of seven women were recovered from the top floor of the factory. He said the factory was making pants and shirts, but could not provide further details.

Fire official Abdul Halim said it took firefighters about two hours to bring the blaze under control.

Volunteers joined firefighters in battling the fire as a large crowd gathered outside the factory awaiting word on the fate of relatives. Family members were seen crying near the body of a female worker named Josna, who was 16.

About 250 workers were working at the time of the fire, newspapers said.

It was not immediately known if the factory produced garments for any international companies. The owner was not available for comment, and the Bangladesh Garment Manufacturers and Exporters Association said the factory was not a member so it had no details.

Earlier this month, Wal-Mart Stores Inc. alerted its global suppliers that it will immediately drop them if they subcontract their work to factories that haven't been authorized by the discounter. The stricter contracting rule, along with other changes to its policy, come amid increasing calls for better safety oversight after the deadly fire in late November at a factory owned by Tazreen Fashions Ltd. that supplied clothing to Wal-Mart and other retailers. Wal-Mart has said the factory wasn't authorized to make its clothes.

Wal-Mart ranks second behind Swedish fast fashion retailer H&M in the number of clothing orders it places in Bangladesh.

Fires have caused more than 600 deaths of garment workers in Bangladesh since 2005, according to research by the advocacy group International Labor Rights Forum.

    Toshiba Satellite P845T-S4310

If you've been paying any attention to tech lately, chances are you've heard phrases like "Windows 8," "ultrabook," and "touch screen" being tossed around with increasing frequency. The Toshiba Satellite P845T-S4310 is a mainstream laptop that encompasses two of those phrases, offering users a Windows 8-equipped system with a touch screen for under $1,000. While it's not a stylishly thin ultrabook, it nonetheless delivers a decent combination of features and performance for anyone interested in jumping headfirst into Microsoft's new touch-centric operating system.

    Design and Features
Despite not being an ultrabook, at 1.14 by 13.7 by 9.2 inches (HWD), the Satellite P845T-S4310 is a fairly compact system. Given that touch screens generally add additional weight to a system, its 4.70 pounds is understandable and puts it on par with another touch-screen laptop, the Asus VivoBook S400CA-UH51 (4.4 pounds). In any event, the Satellite P845T-S4310 can still be toted around in a laptop bag or backpack without becoming unduly burdensome.

The Satellite P845T-S4310's aluminum chassis is draped in an attractive silver finish with an etched texture running along the surface. It's a handsome look, and, on a more practical level, the aluminum material is sturdy enough to withstand its share of bumps and bruises more so than a system constructed from plastic along the lines of the Toshiba Satellite U945-S4390.

The Satellite P845T-S4310's black chiclet-style keys contrast nicely with the system's overall silver finish. That said, though, it's not backlit, which quite literally leaves those working in dimly lit environments in the dark. Worse yet, its shallow keystrokes make typing for extended periods of time an unnecessarily frustrating endeavor. For anyone who plans to do a moderate to heavy amount of typing, the current Editors' Choice for mainstream laptops, the Lenovo IdeaPad Y480, is a significantly better option thanks to its backlit keyboard's comfortably scalloped keys.

The Satellite P845T-S4310's responsive touchpad is very user-friendly, so pinching, zooming, scrolling, and Windows 8-specific functions?like bringing up the Charms menu or cycling through open apps?can be pulled off smoothly. The capacitive touch screen, meanwhile, supports the same gestures with equal aplomb without exhibiting any wobbling during use. Practically speaking, you'll likely wind up using the touch screen while navigating through Windows 8's tiled interface and resort to the touchpad in desktop mode. However you choose to proceed, though, the touch screen and touchpad duo effectively gives users more options to navigate the Windows 8 interface.

The Satellite P845T-S4310's glossy 14-inch display is equally easy on the eyes, and its maximum resolution of 1,366 by 768 delivers bright colors and crisp text. It also supports 720P content, so users can throw their DVDs into the P845T-S4310's internal DVD?RW drive and enjoy movies and online videos in 720p high definition. Two Harmon Kardon speakers are housed in symmetrical grilles beneath the display and pump out sound at loud enough volumes to fill a medium-sized room without sounding tinny.

Port selection on the Satellite P845T-S4310 is decent. An SD card reader can be found at the front of the system while the right side houses two USB 3.0 ports alongside an Ethernet port. The left side, meanwhile, features headphone and mic jacks, a third USB 3.0 port, a VGA port, and a full-size HDMI output. The latter comes in handy since it eliminates the need to separately purchase dongles or adapters when connecting the system to a larger display. Even better, the Satellite P845T-S4310 features Intel's Wireless Display technology, so users who outfit their televisions with an aftermarket adapter like the Netgear Push2TV can ditch the HDMI cable altogether and wirelessly beam their content to their HDTVs.

The Satellite P845T-S4310's 750GB 5,400rpm hard drive comes with a large serving of preloaded software. As is often the case, these programs vary in utility from useful (a full year of Norton Anti-Virus 2013) to app stores (WIldTangent Games, Windows Store) with some trialware (thirty days of Norton Online Backup and Norton Anti-Theft) sprinkled in between. There's also an avalanche of preinstalled proprietary software that includes, among other things, Toshiba Recovery Disc Creator, Toshiba Video Player, and so on. Toshiba covers the Satellite P845T-S4310 with a one-year warranty on parts and labor.

    Performance
Toshiba Satellite P845T-S4310 With its 1.7GHz Intel Core i5-3317U CPU and 6GB RAM, the Satellite P845T-S4310 stacked up relatively well against its peers. In terms of processing power, its PCMark 7 score of 2,635 points outflanked the IdeaPad Y480 (2,610 points) but lagged behind the rest of the pack, like the Asus Vivobook (3,013 points) and Toshiba Satellite U845W-S430 (4,237 points). Its Cinebench R11.5 score of 2.39 points fared better,, trumping the Toshiba U945-S4390 (2.36 points) while falling slightly short of the Asus VivoBook (2.40) and, to a larger extent, the class-leading IdeaPad Y480 (6.26 points).

    Toshiba Satellite P845T-S4310

The Satellite P845T-S4310 also did well on our 3DMark 11 benchmark tests (1,214 points in Entry-level settings and 219 points in Extreme settings), edging past both the Toshiba U945-S4390 (1,194 and 213 points, respectively) and the Satellite U845W-S430 (1,196 and 213 points, respectively) by a narrow margin and, to a greater extent, the Asus VivoBook S400CA-UH51 (1,101 and 187 points, respectively).

In addition to its capacity for multimedia consumption, the Satellite P845T-S4310 likewise displayed chops for moderate media creation. It ran through our Handbrake video-encoding test in a brisk 1 minute 27 seconds, or one second faster than both the Toshiba U945-S4390 and Toshiba U845W-S430 (1:28 each) and only ten seconds short of the class-leading IdeaPad Y480 (1:17).. Similarly, the Satellite P845T-S4310 churned through our Photoshop CS6 benchmark in 5 minutes 33 seconds, slightly slower than the Toshiba U945-S4390 (5:31) but nearly a whole minute faster than both the Asus VivoBook and Toshiba U845W-S430 (6:28 each).

The Satellite P845T-S4310's integrated Intel HD Graphics 4000 GPU isn't intended for high-end gaming, so its inability to cross the so-called 30 frames-per-second (fps) playability barrier hardly came as a surprise. Accordingly, its performance in Aliens Vs. Predator (14fps with medium-quality settings in 1,366-by-768 resolution; 7fps with maximum-quality in 1,366-by-768 resolution) landed in the same ballpark as the Asus VivoBook (13fps and 7fps, respectively) and Toshiba U845W-S430 (12fps and 6fps, respectively). Similarly, its performance in our Heaven benchmark tests (12fps with medium-quality settings in 1,366-by-768 resolution; 6fps with maximum-quality in 1,366-by-768 resolution) was on par with its peers.

The Satellite P845T-S4310's removable 45Whr battery lasted for 5 hours 22 minutes on our battery rundown test, putting it ahead of the Asus VivoBook (4:18) by well over an hour. In any event, the Satellite P845T-S4310's battery is fair, it won't get you through an entire day on a single charge, so be sure to have a power outlet nearby for periods of extended use.

With its decent performance and feature set, the Toshiba Satellite P845T-S4310 is a good option for anyone on the market for a touch-enabled Windows 8 mainstream laptop. That said, though, it's not nearly as good a value as the Asus VivoBook S400CA-UH51, which delivers similar specs, a touch screen, and a slim ultrabook form-factor while costing $200 less. Moreover, it can't unseat the Lenovo IdeaPad Y480 from its reign as our Editors' Choice for mainstream laptop since the latter sports a beefier processor, discrete graphics, and an exponentially more comfortable keyboard, and all for less than $100 more. Still, the Satellite P845T-S4310 is worth checking out for users who prefer a combination of touch functionality and solid performance.

John Kerry: 'No one should mistake our resolve' on Iran's nuclear program

Sen. John Kerry appeared Thursday before the Senate Foreign Relations Committee, which he still chairs, to discuss the foreign policy he would promote as the next secretary of State.

    By Howard LaFranchi,?Staff writer / January 24, 2013

Senate Foreign Relations Chairman Sen. John Kerry (D) of Massachusetts sits before the committee he has served on for 28 years and led for the past four as he seeks confirmation as the next secretary of State, Thursday, on Capitol Hill in Washington.

Sen. John Kerry used his confirmation hearing Thursday to paint an expansive picture of the foreign policy he would promote as the next secretary of State ? saying economic development, climate change, and human rights must be as much a part of America?s role in the world as ?drones and deployment.?

Appearing before the Senate Foreign Relations Committee, which he still chairs, Senator Kerry (D) of Massachusetts said, ?This really is a time for American leadership.? But, he warned, the US would be unable to continue its ?essential? role in the world if it does not first ?put its own [fiscal] house in order.?

?We can?t be strong in the world unless we are strong at home,? he said.

Yet even as he emphasized the importance he would place on soft-power issues like development and democracy promotion, Kerry made a point of reiterating President Obama?s commitment to preventing Iran from obtaining a nuclear weapon.

?Our policy is not containment. It is prevention,? he said, underscoring an issue that could very well dominate the initial months of his presumed tenure at the State Department. ?No one should mistake our resolve? to stop Iran from developing a nuclear weapon, he added.

Kerry, accompanied by his wife, Teresa Heinz Kerry, and one of his two daughters, bathed in the accolades and good wishes of his committee colleagues from both sides of the aisle. The hearing?s overall tone left little doubt that Kerry can anticipate easy confirmation.

Despite the warm atmosphere, however, several senators made it clear that their respect for Kerry does not extend to Mr. Obama?s foreign policy. Sen. Marco Rubio (R) of Florida said he has ?struggled to fully understand what President Obama?s vision for the world is,? while other Republicans focused their criticism on the administration?s handling of the Sept. 11 terrorist attack in Benghazi, Libya, and the civil war in Syria.

Even the Democratic senator who presided over the hearing, Robert Menendez of New Jersey, took a moment to outline his opposition to some of Obama?s Cuba policy ? suggesting how Congress and the White House will remain at odds on certain foreign-policy issues.

China urges Japan to co-operate in resolving islands dispute

BEIJING (Reuters) - Chinese Communist Party Chief Xi Jinping said on Friday that China's position on a series of islands disputed with Japan is clear and consistent and urged Japan to co-operate in resolving the issue.

Japan should respect the feelings of the Chinese people and "correctly handle" historical problems, Xi told Natsuo Yamaguchi, a visiting lawmaker and head of the junior partner in Japan's ruling coalition.

"The Japanese side ought to face up to history and facts, take practical step and work hard with China to find an effective way to appropriately resolve and manage the issue via dialogue and consultations," Xi said, according to a statement on the Foreign Ministry's website.

The islands are called the Diaoyu in Chinese and the Senkaku by Japan. Relations between the countries are at a low after the Japanese government bought three of the islands last year, sparking widespread, violent anti-Japan protests across China.

Still no timetable for returning Boeing 787 to flight

TOKYO/WASHINGTON (Reuters) - Japanese regulators have joined their U.S. counterparts in all but ruling out overcharged batteries as the cause of recent fires on the Boeing Co 787 Dreamliner, which has been grounded for a week with no end in sight.

Solving the battery issue has become the primary focus of the investigation, though the head of the U.S. Federal Aviation Administration said on Wednesday there are still no firm answers as to the cause and no clear timetable yet for returning the plane to flight.

Meanwhile, as deliveries of the cutting-edge passenger jet back up, a key Chinese customer lamented the delays and said its growth plans were being hampered by its inability to get the planes on time.

Regulators grounded the Dreamliner on January 16 after a series of safety incidents, including battery fires on planes in the United States and Japan. The Japanese incident forced a plane to make an emergency landing.

Last weekend the U.S. National Transportation Safety Board said the fire on a Japan Airlines Co Ltd 787 in Boston was not due to excess voltage, and on Wednesday, Japanese officials all but ruled it out for the incident on an All Nippon Airways Co Ltd plane there.

"On the surface, it appears there was no overcharging," said Norihiro Goto, chairman of the Japan Transport Safety Board, at a media briefing.

"The fact that such electrical system-related incidents would occur consecutively, purely from my perspective, could not have been expected. We are finding it difficult trying to figure out what kind of investigative stance we should take."

Late Wednesday, the NTSB said more tests are underway on the battery damaged in the Boston fire, including CT scans of the individual cells. The board's chairman, Deborah Hersman, is due to provide a fuller update Thursday.

The investigation has also renewed scrutiny on the FAA's 2007 decision to let Boeing use a highly flammable battery technology on the 787. A U.S. Senate committee will hold a hearing in coming weeks to examine aviation safety oversight and the FAA's decision, a congressional aide said on Tuesday.

    NO TIMETABLE

While the NTSB and JTSB hunt for a solution to the battery question, there is also an open issue around fuel leaks on the Dreamliner. In early December, U.S. officials warned of a manufacturing fault with fuel lines, and earlier this month a JAL plane in Boston leaked before takeoff.

Industrial manufacturer Eaton Corp said Wednesday it was cooperating with investigators looking at the fuel leaks.

"Without speaking about either the incident or investigation, I can tell you that we do supply pumps and valves to the program," a spokeswoman said.

The 787 program was already years behind schedule before last week's grounding, which means Boeing cannot deliver newly manufactured planes to customers. Boeing's chief 787 engineer, Mike Sinnett, told an aviation conference in Dublin he could not say when that would change.

"I can't really say anything about the timeframe of the investigation. The NTSB is really the only authorized authority in the U.S. to talk about this investigation and they made some recent statements, but I can't speculate on timeframe," Sinnett said Wednesday in remarks made by phone from Seattle.

U.S. Transportation Secretary Ray LaHood, the country's top transportation official, said Wednesday the goal was to return the 787 to service as soon as possible but that the government would not rush the plane back either.

"We are working diligently with Boeing to figure out the problem and find a solution. Our goal is to get this done as quickly as possible, but we must be confident that the problems are solved before we can move forward," LaHood told the Aero Club of Washington, an aviation advocacy group.

FAA Administrator Michael Huerta, appearing at the same event, said the review was looking at the 787's certification, manufacturing and assembly processes, and that he could not speculate on an end date.

    CHINA DELAYS

For at least one Chinese customer, the uncertainty about the Dreamliner's production and delivery schedule has meant delays in launching new routes.

"Frankly, it's a little disappointing the aircraft has been delayed so many times," said Chen Feng, chairman of Hainan Airlines Co Ltd parent HNA Group, in an interview at the World Economic Forum in Davos. "We still think it's a good aircraft, but this has had some effect on our planning."

Hainan has 10 of the planes on order.

The grounding of the Dreamliner, an advanced carbon-composite plane with a list price of $207 million, has already forced Japan's ANA to cancel 151 domestic and 26 international flights scheduled for January 23-28, affecting more than 21,000 passengers, the airline said on Monday.

ANA, which flies the most Dreamliners of any airline, is due to announce further flight cancellation plans on Thursday. The airline also said it may have to scale back its next two-year business plan because the 787 was to have been such a central part of that forecast.

    AIRBUS UNSCATHED

Boeing has already delivered 50 of the 787s to date. Around half of those have been in operation in Japan, but airlines in India, South America, Poland, Qatar and Ethiopia, as well as United Airlines in the United States, are also flying the plane.

Boeing's main competitor, EADS, said on Wednesday it did not expect the problems with the 787 to affect the certification of its own rival plane, the Airbus A350.

"We will do what is needed to avoid the same problems," EADS strategy chief Marwan Lahoud told France's Radio Classic.

Airbus has said it hopes to achieve the maiden flight of the carbon-composite A350 by the middle of this year.
