Egypt court rejects religious slogans in election law

CAIRO (Reuters) - Egypt's highest court ruled on Saturday that parts of a revised election law setting out terms for a parliamentary vote were unconstitutional, casting fresh doubt over a poll that has already been delayed.

The Islamist-dominated upper house of parliament had approved the law last month and sent it to the Supreme Constitutional Court to check the legality of the voting procedures for a new lower house.

Opposition politicians had denounced the text of the revised election law approved by parliament and repeated threats to boycott the vote.

The court ruled that four provisions of the bill were unconstitutional, a judicial source said.

In its decision, the court took issue with parliament's removal of a long-standing ban on religious slogans in electoral campaigning.

The ruling said that failing to include a specific clause in the law banning religious slogans could "undermine national unity." The bill will now be sent back to parliament for review.

The ruling is the latest sign of friction between the judiciary, which Islamist lawmakers accuse of being loyal to deposed leader Hosni Mubarak and obstructing elections and legislation, and President Mohamed Mursi's Muslim Brotherhood.

Mursi, an Islamist elected last year, originally called elections for April but postponed them when the court annulled the decree setting the dates.

Mursi has said elections could now begin in October, completing the democratic transition from Mubarak's rule.

A separate court ruling last year dissolved the Muslim Brotherhood-led lower chamber elected in 2011-12.

Egypt has been plagued by political instability since Mubarak's ouster, scaring away investors and tourists who are needed to keep the economy afloat.

Outside parliament, baton-wielding police pushed back activists who were protesting against a controversial judicial reform law that was being discussed inside the chamber.

Parliament voted to continue discussions of the law, angering secular MPs who wore black sashes condemning it.

Islamist lawmakers allied to the Brotherhood are pushing the bill, which would force out more than 3,000 judges by lowering the retirement age.

The bill has also angered liberal, leftist and ultra-conservative Islamist opposition groups which accuse the Brotherhood of trying to control state institutions rather than pressing genuine reforms. The Brotherhood denies this.

Mursi has faced a revolt against Islamist attempts to force out thousands of judges and he has alienated some of his aides.

Earlier this month, senior Egyptian judges halted talks with Mursi on judicial reforms after parliament decided to discuss the proposed laws despite presidential promises to seek consensus first.

Wright sets the LPGA pace in Bahamas

PARADISE ISLAND, Bahamas (AP) ? Lindsey Wright didn't realize she finished with six straight 3s on her scorecard. She couldn't name the holes where she made her seven birdies on Saturday. She only knew she played some pretty good golf in the Bahamas LPGA Classic.

Wright had a 7-under 38 on the makeshift Ocean Club course and was atop the leaderboard midway through the second round.

Severe flooding earlier in the week left so much of the golf course under water that the LPGA Tour's only chance to finish the inaugural event was to use 12 holes over three rounds to reach the 36 holes necessary to make it official.

"I didn't know what was going on," Wright said. "I just play. That's probably how we should do it all the time."

Wright was at 8-under 82, a score that won't be found at any other golf tournament. What mattered was that it was the lowest one posted as the other half of the field was making their way around the jumbled route on a steamy day near Caribbean waters.

With everyone starting on the 10th hole, the final tee time was 4:20 p.m. EDT. It was critical to get the second round ? all of 24 holes ? completed to be able to finish on Sunday. Several players have U.S. Women's Open qualifying early next week.

Wright was one-shot clear of Eun-Hee Ji, who had a 5-under 40. Cristie Kerr hit the ball better and relied on her putting for a 5-under 40 that got her back into the mix. Kerr was two shots out of the lead, while Paula Creamer (42) was another shot behind.

Because of the severe flooding ? a foot of rain in about five hours Tuesday evening ? two holes were reduced to par 3s. The LPGA Tour considered returning No. 4 to its usual length of a par 5, and No. 2 back to a par 4. But the bunker right of the green on the fourth was still in poor shape, and officials thought it best to let the players continue on the same setup for two rounds.

The tour was considering replacing one hole with the par-5 18th.

Wright was asked about her birdies and went blank, so she summoned her caddie for details. The round was simple enough. The Australian hit the ball close and made a bunch of putts from the 12-foot range and closer, along with a chip-in from 25 feet left of the green on the 14th. She finished her round with a birdie on the par-4 eighth along the ocean when her ball struck the flag stick.

"I thought for a moment it had gone into the bunker, but it came straight down," she said of the tap-in birdie to close her day.

It hasn't been the smoothest week, though the tour wanted to at least try to play with two new sponsors ? Pure Silk and the Bahamas Tourism Ministry. Before heading out to her afternoon round Saturday, Catriona Matthew of Scotland said she used only six of her 14 clubs in the opening round.

"Look, the way I see it, it's the same for everyone," Wright said. "There's always complaining. You just can't have a tournament without that. I think it's a shame, because the course on Monday, Tuesday, it was brilliant. It's a shame we're playing 12 holes, but I think for the Bahamas and for Pure Silk, it's the right thing to do. We're here to play golf. We're not here to party. Do that early on in the week."

Kerr is coming off a win two weeks ago in Kingsmill and hopes to keep the momentum going as the tour heads into a big part of the season. There's three majors in the next few months, capped by a return to St. Andrews.

"It feels like a shootout," Kerr said. "We only have 12 holes every day, and you've got to go as low as you can. I did my job today."

LG may bring Google TVs to Korea, China soon; seeing 'good returns' in the US

LG will reportedly offer Google TVs in Korea, China soon, seeing 'good returns' in the US

While Eric Schmidt's proclamation that "most" new TVs would have Google TV embedded last year didn't come true, LG stated today that it's bringing the platform to more regions soon. The Korea Times reports an unnamed company executive at the KCTA Digital Cable Show stated the platform is yielding good returns, with average sales of 10,000 units per month. He went on to state that LG Electronics would bring Google TVs to Korea later this year -- following the integrated IPTV boxes offered by LG Uplus -- and China after that. Microsoft is apparently ready to follow Google TV's lead with HDMI passthrough and TV overlays, we'll see if it can gain traction at home and overseas before others catch up.

ITC says Microsoft did not violate Google patent

WASHINGTON (Reuters) - Microsoft Corp won a round in a complex patent war on Thursday when the International Trade Commission said the company's popular Xbox entertainment system did not violate a patent owned by Google subsidiary Motorola Mobility.

If the ITC had found that Microsoft infringed, it could have barred the Xbox from being imported into the United States.

The fight over the Xbox is related to a larger smartphone patent war between Apple, Microsoft and the mobile phone makers who use Google's Android software, including Motorola Mobility.

Motorola Mobility originally accused Microsoft of infringing upon five patents when it filed its complaint in 2010. Four were dropped in ensuing months, leaving just one - a patent which allows devices to communicate wirelessly over short distances.

"This is a win for Xbox customers and confirms our view that Google had no grounds to block our products," David Howard, a Microsoft deputy general counsel, said in a statement.

Motorola was "disappointed with this decision" and is evaluating its options, a company spokesman said in a statement.

Technology companies have spent billions of dollars to buy patent portfolios, and still more money litigating patent cases around the world.

The Xbox case has seen many twists and turns since it was filed in late 2010.

In April 2012, ITC Judge David Shaw said in a preliminary decision that Microsoft infringed four patents and did not infringe on a fifth. But instead of deciding the case, as is usual, in June 2012, the trade panel sent the case back to the judge for reconsideration.

In January, following an antitrust settlement with federal regulators, Google asked a trade panel to drop two patents from the complaint because they were essential to a standard. These types of patents ensure interoperability and get special treatment.

Google had promised the Federal Trade Commission that it would no longer request sales bans based on the infringement of standard essential patents.

By that time, just one patent remained. In March, an ITC judge said that Microsoft did not infringe that technology and recommended that the case be terminated. The full ITC followed that recommendation on Thursday.

The case is at the International Trade Commission, No. 337-752.

5 ways to support young English Language Learners | Minds on Music

Each year the number of English Language Learners enrolled in preschool continues to climb. In the United States, nearly one third of preschoolers under the age of 5 enrolled in Head Start or Early Head Start programs live in homes where a language other than English is spoken. A new report, Dual Language Learners: Research Informing Policy, published by the Frank Porter Graham Child Development Institute analyzes more than 200 studies to understand how ELL students learn best. The report includes insights, such as the five ways below, that can help early childhood educators, principals, policy makers, and other decision makers effectively reach and teach the growing ELL population.

5 ways to support the early literacy and language development of young ELL students

  1. Using the home language of young children, as well as English, can be pivotal for English Language Learners. The research shows that a young ELL?s home-language skills can decline if early childhood programs focus exclusively on English language and literacy development.
  2. Researchers found no negative social, linguistic, or cognitive consequences for young children who learn two languages simultaneously, but in fact, found the opposite to be true. So, when possible, incorporate both languages into the learning.
  3. Dual language learning happens within a social context at home and in the classroom. Early childhood teachers are uniquely suited to support linguistic, social, cognitive, and cultural growth, especially when the dual language learning happens within the daily routines and rituals of the school day.
  4. Parent involvement in early childhood education is key to connecting the classroom learning to the home environment.
  5. Recognize that young ELL students will take longer to reach proficiency in both languages than their monolingual peers.

?Young children really benefit when they are exposed to two languages, there is a good research base for that conclusion,? said Linda M. Espinosa in an interview about the report. ?But children need to also be exposed to English in those early years.?

Use music to involve ELLs in early literacy and language development

ABC Music & Me uses music to teach early literacy and language development to English Language Learners and increase parent involvement in early childhood education. In addition to our ?English Language Learners Strategies Guide? that provides unit-by-unit, lesson-by-lesson tips, ABC Music & Me includes materials in English and Spanish to support the common language spoken in the home and the way dual language learners best acquire early literacy and language development. Each child receives a monthly Student Kit with music from class and a Family Magazine (available in English and Spanish) filled with literacy activities.

New home sales up 2.3 percent in April; record high prices

WASHINGTON -- Sales of new homes rose in April to the second highest level since the summer of 2008 while the median price for a new home hit a record high, further signs that housing is recovering. New-home sales rose to a seasonally adjusted annual rate of 454,000 in April, the Commerce Department said Thursday. That was up 2.3 percent from March and just slightly below January's 458,000.

Both January and April had the fastest sales rates since July 2008. The median price of a home sold in April was $271,600, the highest level on government records going back to 1993. The April price was 8.3 percent higher than in March and 13.1 percent higher than a year ago.

Steady job creation and near-record-low mortgage rates are spurring more Americans to buy homes. With the April increase, sales are now 29 percent higher than a year ago, but sales are still below the 700,000 level considered healthy by economists.

The strength in April was led by a 10.8 percent rise in sales in the West. Sales in the South were up 3 percent but sales fell 16.7 percent in the Northeast and were down 4.8 percent in the Midwest. Sales of previously owned homes rose in April to a seasonally adjusted annual rate of 4.97 million, the highest level in 3? years.

Greater demand, along with a tight supply of available homes for sale, is also boosting prices in most markets and encouraging more construction. Applications for permits to build homes rose in April to the highest level in nearly five years. While construction of new homes and apartments slipped a bit in April, the drop came one month after construction topped 1 million for the first time since June 2008.

Higher prices tend to make homeowners feel wealthier. That encourages consumers to spend more, which accounts for 70 percent of economic activity. Federal Reserve Chairman Ben Bernanke cited the revival in housing as a significant benefit of the Fed's super-low interest rate policies. "Higher prices of houses and other assets, in turn, have increased household wealth and consumer confidence, spurring consumer spending and contributing to gains in production and employment," Bernanke said in an appearance before the congressional Joint Economic Committee.

Several major homebuilders have reported strong annual increases in orders for the first three months of the year, Ryland Group Inc., said that its orders in April jumped 59 percent from a year earlier.

Though new homes represent only a fraction of the housing market, they have a sizable impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to data from the National Association of Home Builders.
