Agriculture is important to both the urban and rural areas of the Willamette Valley and plays a significant role in the economy. Dalton Hobbs will discuss trends for agriculture, along with why we need to continue to support public agricultural development programs within the Oregon Department of Agriculture and their close partnership with organizations such as SEDCOR and other economic development organizations around the state.

Tom Fessler will examine Oregon agricultural diversity and how it makes us special, as well as makes things more difficult. Our distance to markets is a big drawback, but niches in the different markets can bring success.

Fessler knows a great deal about Oregon?s number on agricultural commodity nursery products. His family farm outside of Mt. Angel spans some 2,000 acres. Nursery products make up the primary crop, but the Fessler family also raises grass seed, beans, broccoli and cauliflower. No other agricultural industry in Oregon has had the meteoric growth of the greenhouse and nursery industry now valued at more than three-quarters of a billion dollars.

Dalton Hobbs has worked for nearly 30 years in a variety of communication, marketing and developmental positions at the Oregon Department of Agriculture. He currently directs the department?s internationally recognized Agricultural Development and Marketing policy area, which provides market access, certification, promotion and market entry programs for Oregon farmers, ranchers, fishermen and food processors.

Tom Fessler is a fourth generation farmer in the Mt. Angel, Woodburn area. Tom grew up working with his parents and grandparents helping on the farm. He knew at a young age he wanted to farm. The nursery operation was started in 1967, so he grew up both farming and growing nursery crops. After finishing high school Tom started in production at the nursery. After many years he started in overall business management with his father. Today he is general manager of the business. Tom is past President of the Oregon Association of Nurseries.

Friend describes Trayvon Martin's final phone call

A 17-year-old boy whose death has sparked national outrage fearfully?told a friend over the phone?moments before he was shot and killed that he was being followed, ABC?News reported Tuesday.

"He said this man was watching him, so he put his hoodie on. He said he lost the man,"?the female friend of Trayvon Martin, who was shot to death on Feb. 26 in Twin Lakes, Fla., told ABC. "I asked Trayvon to run, and he said he was going to walk fast. I told him to run, but he said he was not going to run."

Martin, who is black, was unarmed when a neighborhood watch captain spotted him walking home after buying candy and iced tea from a convenience store. Call logs from Martin's phone confirm he spoke with the 16-year-old friend interviewed by ABC News minutes before his death, the news station reported. She was not identified, and spoke through an attorney.

More than 435,000 people, many alerted by tweets from celebrities?such as?movie director Spike Lee and musician Wyclef Jean, signed a petition on Change.org, a social action website, calling for the arrest of Martin's shooter, George Zimmerman, who has claimed he acted in self-defense. On Monday, the Justice Department and FBI announced they opened an investigation into the shooting.

The other calls were about a neighbor's open garage door and children playing in the street at dusk, reported The Sentinel. None of the newly released calls are related to Martin's shooting.

Arizona digs out from mega snow storm

The winter snow storm forced Arizona officials to temporarily close Interstate 40 and parts of Interstate 17. Both highways later reopened Sunday afternoon.

A winter storm and high winds struck parts of Arizona and New Mexico on Sunday, causing hazardous driving conditions, power outages and school cancellations.

The fast moving storm forced the National Weather Service to place parts of northern New Mexico under a winter storm warning until midnight Monday as heavy snow and wind from Arizona quickly blanketed the area.

The electric company PNM reported that around 33,000 customers were out of power at one point Sunday afternoon in the Albuquerque area due to high winds. A spokesman for PNM said emergency crews were working to restore power, and by 9 p.m. the number without electricity was down to 4,500.

Arizona Department of Transportation crews were fully deployed Sunday after heavy snow in Arizona fell from Flagstaff to the White Mountains. The winter storm forced officials to temporary close Interstate 40 in both directions and parts of Interstate 17. Both highways later reopened Sunday afternoon.

Arizona Snowbowl reported 19 inches of snowfall, and the Flagstaff Nordic Center has measured 12 to 18 inches of fresh snow overnight.

Low temperatures also caused a hard freeze on roads, making them extremely slippery. A number of truck drivers were forced off the roads and waited out the storm at travel centers, according to a number of television reports.

The National Weather Service said Flagstaff and surrounding area were under a winter storm warning until midnight Monday. More snow was expected overnight into Monday. Storm totals range from between 12 to 22 inches above 7,000 feet.

In addition, Northern Arizona University, Coconino Community College and the Flagstaff Unified School District canceled classes Monday to allow students an extra day of safer travel to return from spring break. Coconino County offices delayed Monday's opening until 10 a.m.

Meanwhile, much of New Mexico remained under a high wind advisory with damaging winds expected to reach up to 60 mph.

The New Mexico Environmental Health Department's Air Quality Division issued a fugitive dust/high wind notice until Monday that warned residents who are sensitive to blowing dust, such as those with asthma, chronic bronchitis and other respiratory and heart diseases, to limit outdoor activity. Children and older adults also could be affected by particulate pollution, the agency said.

Dan Ware, state forestry spokesman, said high winds were the blame for a fire west of Silver City in the Wind Canyon area. He said crews contained a fire Sunday afternoon. He said burned less than 7 acres, and was not a threat to any structures.

No simple task for recycling companies, which find themselves confronted with a growing amount of electrical and electronic waste, as plastics from scrap electrical and electronic equipment are rather diverse and may contain hazardous substances. Depending on the type of plastic and its application, they contain brominated flame retardants and other additives which may result in increased heavy metal concentrations. If certain legally defined maximum concentration values are exceeded, recycling has to be ruled out unless further action is taken.

In order to achieve the highest possible plastic recycling rate, recycling companies therefore need to know how hazardous substances are distributed among the different categories and types of electrical and electronic equipment (for example large household appliances or consumer electronics. The WEEE Forum a not-for-profit association of 42 waste electrical and electronic equipment (WEEE) producer responsibility organisations (or compliance schemes) from 24 countries in Europe therefore commissioned a team from the Technology and Society Lab at Empa to determine the actual concentrations of cadmium, (hexavalent) chromium, lead and mercury as well as of certain restricted brominated flame retardants (as PentaBDE, OctaBDE, DecaBDE, PBB) in plastics from disassembled scrap electrical and electronic equipment in Europe. For these metals and flame retardants, maximum permissible concentrations in new electrical and electronic equipment have been defined in an EU directive with the abbreviation RoHS (Restriction of Hazardous Substances), which came into force on 1 July 2006.

Looking for evidence of harmful substances in electrical waste

The three Empa researchers, Patrick Wger, Mathias Schluep and Esther Mller, with assistance from Bachema AG in Schlieren, Switzerland, studied a total of 53 mixed plastic samples from 15 European countries. The results showed that none of the equipment groups is entirely without problems: Brominated flame retardants or heavy metals were found in all the mixed plastics from disassembled electrical and electronic equipment, though concentration levels varied.

Particularly high concentrations of restricted brominated flame retardants were found in plastic rear panels from cathode ray tube monitors, whereas these substances could almost not be detected in plastic rear panels from flat screen monitors. High concentrations of heavy metals were found in mixed plastics from small domestic appliances (cadmium), information and communications technology (lead) and consumer electronics (lead). The researchers assume that the increased concentrations of lead, in particular, are primarily the result of cross-contamination from mechanical processing (lead from solder). In order to prevent these substances from dissipating into the environment or into components for new products, the researchers recommend that plastics from the processing of electrical and electronic equipment should be subject to strict quality management until such time as they are disposed of or recycled.

Results of the study incorporated into new standard

The results from the study have been incorporated into the new European WEEELABEX (WEEE LABel of EXcellence) standard, which governs the collection, sorting, storage, transport, reuse, treatment and disposal of electrical and electronic equipment. The editors of Environmental Science & Technology the most cited journal in the environmental engineering and environmental sciences category expect the paper to have a significant and long-lasting influence on the field and award it the title Best Policy Analysis Paper of 2011 in the first April issue of the journal.

Factbox: How the 19 banks fared in stress tests

(Reuters) - The Federal Reserve said on Tuesday that 15 of the 19 largest U.S. bank holding companies passed this year's stress tests, meaning they would maintain a Tier 1 common equity ratio above 5 percent in a severe economic downturn.

The four companies that did not pass were Ally Financial, SunTrust Banks Inc, Citigroup Inc, and MetLife Inc, which failed because its minimum risk-based capital ratio, at 6 percent, was far lower than any other bank in the exams. The company said the Fed's standards were too "bank-centric" and not appropriate for insurers.

Here is a list of the 19 banks, their minimum capital ratios through 2013 under the test (including capital proposed by the banks) and whether the banks announced they had received approval from the Fed for dividend increases and/or share repurchase plans.

Deciding what to offer when preparing to buy a home is important. You can work with the seller to try to determine a final price that is agreeable to both of you.

Properties that require major improvements are usually sold at a lower price. This gives you the opportunity to get in at a lower cost, and spend money in smaller bursts over time as you make repairs. You are creating the exact home you want, while simultaneously adding value with every project. Make sure that you are looking at the potential a house has, instead of focusing on the negatives. Your dream home may just be hiding behind that cracked, outdated paneling.

Admittedly, profitably investing in this arena can be a challenging endeavor. As is the case with any challenge, it always helps to learn as much as you can and use common sense. After following these tips, you can become a smarter property buyer.

Great Books for Kids and Teens: It's Monday 3/12! What Are You ...

Happy Monday!? We had a more relaxing weekend than usual, with some of the deadlines (and pressure) for financial aid for college behind us.? Not that there isn't more we have to do, but the big-pressure items are taken care of.? And this weather is fabulous!!? Supposed to be in the mid-70's most of the week here.? It's very early for such warm temperatures, but I'm not complaining!

We all enjoyed lots of good reading this week:

• I finished a teen/YA novel, Irises by Francisco X. Stork (author of Marcelo in the Real World) last week - it was very good, though not quite as exemplary as Marcelo.
• I am now reading a novel that's been on my TBR list for a while, The Particular Sadness of Lemon Cake by Aimee Bender.? Our local library's lunchtime book group is discussing it this week - a perfect excuse for me to read a book I've heard so many good things about.? I'm enjoying it very much (might finish it today), though it is a bit different than I expected.? I'm very interested to see how it ends.
• My husband, Ken, finished Divergent by Veronica Roth, a teen dystopian novel that my son and I both enjoyed.? He enjoyed the story but thought that aspects of the society described were unrealistic (I agree).
• Next, Ken decided to read the book I just finished, Skeletons at the Feast by Chris Bohjalian, before we have to return it to the library.? I loved the novel set at the end of World War II.? This is Ken's first Bohjalian.
  
• Thankfully, Jamie, 17, got his requested book from the library very quickly last week!? Within a couple of days, he had finished the 517-page The Gray Wolf Throne by Cinda Williams Chima (A Seven Realms novel).? He says this is a great series.? He is tortured by the fact that the next book is not due out until October!
• Next, Jamie decided to reread a favorite of mine and his, Pathfinder by Orson Scott Card.? As with the first reading, he says it is extremely thought-provoking and wonderfully complex.? We are both anxiously awaiting book two (another one not due to be released until October!).
• Craig, 14, was having trouble getting into the Ranger's Apprentice series by John Flanagan, so he switched books and is now reading Book 3 in The Last Apprentice series, Night of the Soul Stealer, by Joseph Delaney. He enjoyed Books One and Two recently.

I posted two new reviews last week: Skeletons at the Feast by Chris Bohjalian and a middle-grade sci fi sequel, The Whisper by Emma Clayton.

Union leaders seek to mend divisions over pipeline

WASHINGTON (AP) - Unions may be united in working to re-elect President Barack Obama, but their leaders also are trying to repair bitter divisions over his rejection of an oil pipeline from Canada to Texas.

Trade unions representing workers who stand to benefit from thousands of new construction jobs from the Keystone XL pipeline are furious at other unions that joined environmentalists in opposing the project.

AFL-CIO leaders hope to smooth tensions at their executive council's annual winter meeting that starts Monday in Orlando, Fla.

The issue reflects a decades-old conflict between union leaders who believe creating jobs is paramount and others who are more strongly aligned with progressive groups on environmental and social causes.

After the White House blocked the pipeline in January, Laborers union president Terry O'Sullivan said he was "repulsed by some of our supposed brothers and sisters lining up with job killers like the Sierra Club and the Natural Resources Defense Council to destroy the lives of working men and women."

His harsh words were directed at groups such as the Transport Workers Union and the Amalgamated Transit Union, which said the risk of possible oils spills and environmental contamination outweighed the benefit of new jobs.

Several larger unions, including the Communications Workers and Auto Workers, also jumped in with praise for Obama, agreeing with his administration's arguments that a quick deadline forced by Republicans didn't provide enough time for a fair review.

O'Sullivan was livid that unions whose members had no jobs to gain or lose from the project would make their opposition public while construction unions struggling with 17 percent unemployment in the industry are desperate for any jobs.

The split led the AFL-CIO to take no public position on the pipeline. Leaders are expected to discuss the need for solidarity and how to tone down tensions when unions can't agree.

"I think discussion is always good," said Larry Cohen, the Communications Workers' president. "You have to treat disagreements with respect. You have to work hard for unity."

Cohen has no regrets about siding with Obama. He said his union was not specifically against the pipeline, but merely opposed to the Republican "ultimatum" to shorten the timeline. He sees room for unions to disagree, especially in areas he doesn't consider central to the labor movement's core philosophy.

"On the issues that make or break the labor movement, I don't think the pipeline is one of them," he said. "We think the core of the movement is bargaining and organizing rights."

O'Sullivan has a different perspective.

"If there's legislation or a project that's good for another union, and my members don't have equity in the work, I'm going to be supportive or I'm going to say nothing," he said.

Republicans have pounded Obama on the pipeline issue, saying it's a question of whether the president wants to create jobs and reduce reliance on oil from the Middle East.

In the GOP's weekly radio and Internet address Saturday, North Dakota Gov. Jack Dalrymple called rejection of the pipeline an example of the administration "killing energy development with overly burdensome regulations."

The pipeline operator, Calgary-based TransCanada, said last month it would build a portion of the pipeline from Oklahoma to Texas. That 485-mile line from Cushing, Okla., to Port Arthur, Texas, does not require presidential approval because it does not cross a U.S. border.

The proposed 1,700-mile pipeline would carry tar sands oil from western Canada to refineries along the Texas Gulf Coast. The company expected to be ready in a few weeks to submit plans for a new route that avoids the environmentally sensitive Nebraska Sandhills region and an aquifer that is a key water source for eight states.

It's hardly the first time unions have disagreed with each other.

Union officials say there are bound to be conflicts among the labor federation's 57 member unions. The pipeline split is just one of more than a dozen topics that will come up in Orlando.

Generally, there is broad support for endorsing Obama for a second term and working to fend off anti-union legislation in Ohio, Wisconsin and other states. Unions are working together to recall Gov. Scott Walker, R-Wis., who led the drive to pass legislation that curbed collective bargaining rights for many of the state's public employees.

A big issue this election year is how the AFL-CIO focuses its political apparatus and money to help Obama win and boost Democrats in their efforts to regain control of the House and keep their majority in the Senate.

Obama campaign manager Jim Messina will attend the meeting as union presidents and their political operatives consider how much to spend on campaign advertising, phone banks and door-to-door efforts that traditionally benefit Democratic candidates.

"Repositioning" the labor movement and improving the image of unions also are on the agenda as leaders experiment with new organizing techniques and try to attract more public support in their fight with critics trying to limit their clout in state legislatures.

The AFL-CIO has spent about $1.5 million this year on a "Work Connects Us All" television ad campaign in three cities. Union leaders are considering whether to expand the campaign, which also includes a new website.

"We need to get out the message that we're all in this together," said United Steelworkers president Leo Gerard. "There's a reason the right wing is attacking the hell out of the labor movement. We're effective in speaking for the 99 percent and the right wing doesn't like that."
